Аннотация:The essence of genetic hy drol ogy is considered. Some ex am ples of in ac cu rate hy dro log i calde ci sions that in correctly take into ac count the gen e sis of hy dro log i cal events and pro cesses are given.An attention is paid to in sufficiently stud ied and debatable is sues of the gen e sis of some hy dro log i cal changes in Rus sia and the East Eu ro pean Plain and the hy dro log i cal role of some factors that influenced these changes. These is sues are assessment of run off changes for the large rivers and regions of the Russian Fed er a tion in the 21st century as compared to the run off nor mals for 1895–1960 and 1930–1980; modern features of the slope and river run off for ma tion in the for est-steppe and steppe zones of the East European Plain un der chang ing land scape structure and cli mate con di tions; the impact of the trans formation of the area covered by for est and its age on the ter ri tory of the East European Plain; the dynamics of wa ter withdrawal and con sump tive wa ter use in Rus sia (its Eu ro pean and Asian parts). In addition, the sen si tiv ity of river run off to the changes in pre cip i ta tion and air temperature in perma frost conditions is analyzed by the ex ample of the Vilyui River basin
