Аннотация:Human potential is the main factor, a key aspect ofthe socio-economic development of the region. Thearticle presents a systematic approach to themanagement of the human potential of the region,which is distinguished by its novelty and based onmodern methods of system analysis, managementand regional economy. In the course of the study, amodel for managing the human potential of the regionis formed, based on a system with a closed loop,consisting of a number of simpler functionalsubsystems. The structure and the mechanism formanaging the human potential of the region based onthe proposed conceptual model are substantiated. Thescientifically grounded proposals andrecommendations on the formation, use of the systemat the regional level are presented. A system ofindicators for the integrated assessment of the humanpotential of the region has been developed in linkingthem to strategic development guidelines. In total,eight fundamental quantitative indicators have beenidentified. Based on these indicators, the integralindicator (the level of the human potential of theregion) is calculated. Using the formed system of indicators makes it possible to assess the magnitudeof human potential, the effectiveness of the proposedmanagement model. In addition, it is planned tomonitor the dynamics of indicators, conductinterregional comparisons. Approbation ofmethodological tools was carried out on the exampleof Oryol region, Russia (2010-2015). Prioritydirections of development of human potential in Oryolregion are determined and some recommendationsfor their implementation are given.
