Аннотация:В работе с позиций кибернетики, семиотики, научной визуализации рассматривается концепция сетецентричного управления как междисциплинарного феномена. Предлагается сравнительный анализ двух альтернативных подходов к её достижению — централизованного (командоцентричного) и децентрализованного (контекстоцентричного). Обосновывается научная новизна сетецентричности, исключающая её достижение только за счёт включения новых технологий в существующие архитектуры управления. Для решения этой задачи привлекается метод мысленного эксперимента, показывающего, что перевод управления полностью в знаковый формат разрушает управление полностью. Делается вывод о критической важности представления геоконтекста в беззнаковой форме с помощью Цифровой Земли. На основе опыта использования неогеографического подхода в управлении делается вывод о необходимости уточнения предмета семиотики посредством введения в неё представления о «нулевом знаке», или «не-знаке» как сущности, способной переносить информацию, но знаком не являющейся. Предлагается и обосновывается определение сетецентричности. | The paper considers the concept of network-centric management as an interdisciplinary phenomenon from the standpoint of cybernetics, semiotics, and scientific visualization. Comparative analysis of the two opposite approaches to achieving it — centralized (command- centric) and de-centralized (context-centric) – is discussed. The scientific novelty of network- centricity is substantiated, which excludes its achievement only by including new technologies in existing management architectures. To illustrate this conundrum, the method of a thought experiment is used, showing that the transfer of control completely into a sign format destroys the system completely. The conclusion is made about the critical importance of presenting geocontext in an unsigned form by the means of Digital Earth. Based on the experience of using the neogeographic approach in management, it is concluded that it is necessary to clarify the subject of semiotics by introducing the idea of a "zero sign" or "non-sign" as an entity capable of transferring information, but not a sign, is substantiated. Definition of net centricity is proposed and justified.
