The installation consisting of optical system with a diaphragm diameter of 0.5 m and system from 3000 detectors, rises by height of 30-40 km over the surface of Antarctica covered with ice and snow during polar night and registers the Cherenkov light of EAS reflected from a snow surface and a fluorescent track in the atmosphere. Steady circumpolar wind streams allow to carry out long flight round the South Pole. Threshold energy of registration of Cherenkov light will make 3*10^17 eV, threshold energy of registration of fluorescent tracks of EAS - 3*10^18 eV. Within 90 days of polar night it can be registered >10^5 EAS events with energy above 3*10^17 eV and about 1000 events of EAS with energy are higher 3*10^18 eV. Such experiment can be a link between the land based and orbital installations registering cosmic rays.
