Gender inequality in public administration is one of the most relevant trends for developed countries. The creation of gender equality policy institutions is considered as the cultural and intellectual development of States in the 21st century. The essence of any individual political process is based on the peculiarities of the political system and political regime of a particular state. By the beginning of the twenty-first century, experts assess the existing representation of women in the higher echelons of political power as insufficient in Russia, as in many Western European states. Among the measures to address risks, researchers propose introduction of a special expert in gender policy issues, who would perform the monitoring and oversight function, as well as gender expertise and develop the institutional infrastructure in the regions. This can help to reduce gender stereotypes in society regarding women leaders in public administration.
